Carriers are non-renewing California policies over panel brands with documented failure histories. The fix is a code-compliant replacement panel, installed under permit by a licensed C-10 contractor, with paperwork the underwriter can file.

Zinsco, Federal Pacific (FPE), Sylvania, and Challenger. If your notice names any of these, we replace it.
Zinsco
Also labeled: Zinsco / GTE-Sylvania / Sylvania-Zinsco
Installed roughly 1950s–1970s
Breakers can melt to the bus bar and fail to trip under overload, leaving the circuit energized. Carriers routinely list Zinsco by name as an uninsurable panel.
Federal Pacific Electric (FPE)
Also labeled: FPE / Federal Pacific / Stab-Lok
Installed roughly 1950s–1980s
Stab-Lok breakers have a documented history of failing to trip during a fault. This is the brand named most often in California non-renewal and repair-request notices.
Sylvania
Also labeled: Sylvania / GTE-Sylvania (shares Zinsco designs)
Installed roughly 1960s–1970s
Sylvania-branded panels were built on Zinsco tooling and carry the same bus-bar and breaker failure modes, so underwriters treat them the same way.
Challenger
Also labeled: Challenger / Challenger Electrical Equipment Corp.
Installed roughly 1980s–1990s
Challenger panels are subject to a CPSC advisory over overheating breaker connections. Many carriers group them with FPE and Zinsco on the same exclusion list.
